1st International Workshop on Network Design, Algorithms and Methodology Applied to Market Regulation and Strategic Studies.

SCOPE:

The development of mobile and wireless telecommunications services is a complicated process that involves several parts. First, it involves the development of new technologies, application and services, second the mobile operators and all related companies, such as equipment vendors, and finally the customers, that are the ones who decide which technology is going to be successful and which not. All these partners may have opposite interests, so there must be an entity that plays the role of a referee among them, fixing the common framework for an adequate competition and the correct development of the market. This entity is the National Regulatory Authority, and the common framework is the Regulation.

Regulation has to be settled on an objective basis, and therefore it requires engineering methods, models and algorithms in order to determine such a relevant thing as the termination rate of different services. This Special Session intends to be an horizontal platform for showing new developments or surveys on any topic related with service and technology regulation on mobile networks.

Topics of interest include, but are not limited to:

Engineering approach:
- Strategic network planning tools
- Algorithms for network design
- Modern heuristics applied to mobile networks
- Capacity and coverage estimation for , WiMax, HSPA, HSPA+ and LTE
- Advances on equipments and technologies for new mobile and wireless systems.

Economic and regulatory approach:
- Surveys on cost modelling applied to mobile networks
- Regulatory studies and conclusions.
- Comparisons among different cost methodologies.
- New services and their implications

Notificacion of acceptance: March 18, 2011
Final manuscript due: April 2, 2011
